| Abstract: | During the Soviet Era, the Chinese Communist Party proposed some basic principles on the relationship between the party and the government. But the Soviet areas still had the serious problem of "not distinguishing the functions of party and government", and "replacing the government with the party", due to the fact that the parry was immature at that time, particularly because of the influence of the mode of Soviet party - government relationship. |
