双重身份和双重职能的改革应是政府体制改革的重点

目前我国政府还不能成市场经济所需求的“公共服务型”政府,关键在于它既是“政治实体”同时又是“经济实体”的两种不同身份,履行两种不同职能。政府身份、职能的这种两重性,是“政企不分”、“政经不分”的体制根源。将经济实体的身份与职能从政府身上分离出去,就得在“公共服务型”政府身旁建立一个独立的国有经济实体系统,要为一个国有经济实体系统找到一个合适的体制载体。这没有现成模式可借鉴,需要在实践中摸索,进行体制创新。

The reason that Chinese government fails to become the government of public service to suit the market economy is due to the fact that it has dual statuses of political entity and economic entity and performs dual functions.This is also the root trouble of the institution for combining government and enterprise.In order to separate the status and function of enterprise from government,it is necessary to establish an independent national economic entity system and a suitable institution for this system.As there is no ready example to follow,the only way is to explore in the practice.
