| 摘 要： | 西藏民族自治地方政府是西藏地方社会公共事务的管理者,是西藏经济社会跨越式发展和小康社会建设的领导者、组织者和实施者。充分认识西藏民族自治地方政府在西藏社会治理中的作用,有助于改进和提高西藏民族自治地方政府的治理方式,提升西藏民族自治地方政府的治理能力,实现对西藏社会公共事务的科学管理。

| Abstract: | The government of Tibet autonomous region is the administor of social public affairs,leader,organizer and implementator of stride-forward development and well-off society establishment in Tibetan area. Fully recognizing the function of Tibetan lacal government in social governing is helpful to improve the government's working ways and working ability,hence realizing the scientific administation over Tibetan social public affairs. |
