| 摘 要： | 西部大开发是实现我国社会主义现代化建设第三步战略目标的重要决策,西部大开发面临着良好的机遇和更严峻的挑战,创造良好的法制环境,大力加强法制建设是保证西部大开发战略得以顺利实施的重要保证。该文分析了西部大开发中的机遇、挑战、难点与风险,并提出了如何加强法制建设的思路与对策。

| Abstract: | The development of Western China is a primary policy to accomplish the 3 rd strategic target of our socialist modernization construction. Western China meets a better opportunity and grimmer challenge. In order to ensure the successful implementation of the development of Western China, it' s a great guaratee to create legal enviroment and strengthen legal construction. The paper analyzed the opportunity, challenge, difficulty and risk in the process of the development of Western China and puts forward some ideas and countermeasures on how to strengthen legal construction. |
