| 摘 要： | 党委新闻发言人制度不仅是实现党务公开、加强党内民主建设的制度化保证,也是在新形势下提高党委传播能力和舆论引导能力的重要举措。如何认识建立党委新闻发言人制度的意义,在制度设计上加以完善,是党委新闻发言人制度建设必须解决的问题。同时,通过提高新闻发言人的素养,细化党委新闻发布会的组织与实施,是保证这一制度取得实效的关键。
