浅析非法集资犯罪的预防

非法集资犯罪大案要案的频繁发生，严重影响社会和谐与稳定，暴露出在非法集资犯罪预防机制方面的薄弱和政府有关部门监管责任的缺失。以往对非法集资犯罪侧重于事后惩治，虽然能在一定程度上减少犯罪发生。但具有较大的滞后性，不能起到提前防范作用，无法从根本上遏制犯罪。针对这些弊端，本文提出了健全预防机制，强化政府监管责任，联合各部门实施综合治理的主张，并详细论证了与此相关的五点建议。

Simple Analysis of the Prevention on Crime of Illegal Financing

At present,major and important cases on crime of illegal financing arise continually. It seriously influences harmony and stability of the society of China,also exposes the weakness of prevention mechanism and the imperfection of the government authorities＇supervision responsibility. Chronically subsequent-correction mechanism is.emphasized particularly,although it can reduce the crime at any cases,but it has delay-character,which can＇t prevent the crime in advance,also can＇t suppress the crime by the root. Aiming at the disadvantage,the article puts forward the opinions on establishing the prevention mechanism,enhancing the ＂government＇s supervision responsibility,unifying the government authorities to control comprehensively,and demonstrates five interrelated- suggestions in detail.
