福利多元主义视角下失独家庭社会政策建构

失独家庭作为特殊弱势群体,遭遇养老保障、医疗服务、精神慰藉、社会交往等困境。福利多元主义作为一种新兴的政策理论范式,它主张社会福利来源的多元化,福利是全社会的产物,应由国家、市场、社区和民间社会共同合作提供。本文运用福利多元主义视角,尝试建构了失独家庭保障政策。我们认为应将国家作为主导责任主体,市场作为有效的补充,重视家庭和社区的福利供给功能、发挥社会组织的独特优势。

Social Policy Construction of the Families Which Lose Their Only One Child Under Welfare-m ultiplex Perspective

The families which lose their only one child, as a special vulnerable groups,they encounter difticulties of old age security, medical service,spiritual comfort and social communication. As a new paradigm,welfare pluralism holds that the sources of welfare shouM be of diversity, welfare is the fruit of the whole society, the state, market, community and civil society should work together to provide welfare.Under the welfare-multiplex perspective, this paper argues that the country can be the leading responsibility main body, the market can be the effective supplement.
