对企业国有资产市场性流失问题的思考

在国有资产转让过程中,公司国有股价低于每股净资产不一定会造成国有资产流失;管理层收购不应该承担流失国有资产的责任;赋予国资委国资出资人身份依然不能根除国资产权主体天然缺失的弊端。实践中确实存在国有资产市场性流失的不良现象,但这不能成为无期限延迟国企改制的借口。国企通过重组壮大国有经济,对保障国家经济安全具有重大意义。因此,必须加快包括管理层收购在内的国企产权改革。

Reflection on the Market losing of State-owned Assets in Enterprises

In the course of transfer the state-owned assets,the price of state-owned stock lower than the net asset is not bound to cause losing of state-owned assets.Management buy-out should not take the responsibility for the state-owned assets'losing.It can't break off the malpractice of national lack in the subject of state-owned assets to endow the Commission of State-owned Assets with the identity of investors.There exists the phenomena of state-owned assets'losing in practice,but it can't become the excuse to put off the reformation of state-owned enterprises.The state-owned enterprises can enhance the national economy by reorganization,which is of great significance to safeguard the security of national economy.We should promote the reform of the property right in state-owned enterprises including the management buy-out.
