欧洲一体化理论中的自由政府间主义

Liberal Intergovernmentalism in European Integration Theory

Liberal Intergovernmentalism is the new development of European Integration Theory.Liberal Intergovernmentalism belongs to Rationalism which grows from Intergovernmentalism and absorbs some elements of Neo-Functionalism.Liberalism Intergovernmentalism divides international negotiations into three stages: the formation of national preference、bargaining among nations and system choosing.Liberal Intergovernmentalism holds that the economic interests of a country decide the nation's preference.At the bargaining stage,the result reflects the asymmetry and dependence of the state.At the stage of system choosing,the nation gives sovereign rights to super-national institution in order to get reliable promise in choosing system.Liberal Intergovernmentalism uses these three stages to analyze European integration process(from The Treay of Rome to The Treay of Maastricht).According to the analysis of Liberal Intergovernmentalism,the author thinks Liberal Intergovernmentalism stands for the future development of European Integration Theory,that is,a combination of several different theories.
