| 摘 要： | 目前，对公共事业管理的概念及其与行政管理、公共管理的关系的认识还存在许多的混乱，这些又导致了对公共事业管理的含义、范围、性质、课程体系、人才培养及学科发展方面理解的混乱。因此，正确界定公共事业管理的概念内涵及其与行政管理、公共管理的关系，这对于认清公共事业管理学科的特质、指导公共事业管理的实践、促进公共事业管理理论的更好发展，都具有重要的理论意义和现实意义。

| Abstract: | Since 1998 the Public Affairs Management is included in Undergraduate Catalog by Ministry of Education of the People＇s Republic of China, the Pubhc Affairs Management develops quickly and shows great vitality. Although the people confuse the conception of the Public Affairs, Public Administrations and Administration. The confusion cause people a clear understanding of the management of public utilities, the meaning, scope, nature, course system, personnel training and subject development. Then, to define the conception and relationship between the management of public utilities and its connotation of administration, public administration has important theoretical significance and practical significance. |
