| 摘 要： | 要解决中国公众参与制度在当前实施中存在的注重形式而忽视效果、消极被动的参与模式等问题,就必须认识到中国公众参与制度与西方公众参与制度在法律化、程序化、技术化优势下的本质及其不足,并以马克思主义群众观作为中国公众参与制度建构的指导思想和政治理论基础,凸显人民群众在公众参与中的主体性,全方位实现"群众路线"在公众参与中的主动性和开放性,同时也可以使公众参与成为马克思主义群众观时代化、制度化的实现方式。
