Abstract: | The three year action plan for the development of preschool education in Hunan Province has been greatly effective, with increases in the total number of preschool institutions, student enrollment, and graduation after three years of study. The quality of preschool education in Hunan remains lower than that in more economically developed provinces, with institutions in urban areas far out-performing those in more rural districts, creating an obvious achievement gap. Major obstacles faced by preschool institutions in this province is as follows: lack of directive influence by the government, underdeveloped education in rural areas, poor infrastructure, and limited access for the population. It will be necessary for Hunan to create a public preschool service system complete with security in order to increase access to preschool education, promote rural access, and optimize the current educational model. |
