经济全球化步伐的加快对中国而言 ,既是巨大的挑战 ,又是极好的机遇。要想实施赶超型战略 ,就必须主动开展制度创新。要正确全面认识制度创新的内涵 ,尤其要认清制度创新的实质 ,就是让市场去制定经济活动的游戏规则。政府要善于把握自己经济职能的有所为有所不为 ,即主要精力应放在建立并完善必要的法规 ,侧重“规则管理”,而把传统的生产“过程管理”回归市场去调节。
