公共行政学范式:反思、还原与启示

范式的形成是一个学科成熟的标志,公共行政学经过百余年的发展是否形成了自己的范式,是否经历了范式转换,是行政学共同体必须面对的问题.在分析了学界具有典型代表性的范式观的基础上,以库恩意义的范式为衡量标准,对公共行政学范式进行还原,指出"管理主义"信念指导下的传统公共行政范式依旧是行政学领域的主导范式,但该范式出现了危机,只有在"效率与民主平衡博弈"价值取向下的新范式才能最终解决该危机.西方公共行政学范式及其演进对我国公共行政理论和行政改革实践有一定的借鉴和启示意义.
