| 摘 要： | 科学、合理的制度设计是新型农村合作医疗得以建立和稳步推进的基础和保障。而正在全国试行的这项制度却在主体责任、筹资方式及监管机制等方面存在许多不足之处,有待于进一步加以完善。文章在详尽分析新型农村合作医疗制度存在问题的基础上,提出了完善的对策建议。
