| 摘 要： | 从古到今，水灾害一直与人类同行，除水害、兴水利，历来是治国安邦的大事，历史上水灾害给我们最深刻的启示就是，治水是政府行政管理的重要内容之一，而治水根本宗旨在防患于未然。笔者在论述水之利害两重性的基础上，讨论了水灾害的特点和治水历史观，探讨了经济社会发展对水灾害防御的新要求，提出科学应对水灾害的对策。
