论黑龙江省人口分布及科学引导

人口分布状况既是人居环境适宜性的标志,又是以往产业布局的结果,而这个结果将对未来经济社会发展和资源环境产生巨大影响。所以,科学引导人口分布不仅是落实科学发展观的具体实践活动,也是实现统筹发展、均衡发展与构建和谐社会的重要路径。黑龙江省平原地区城市化水平相对较高、人口相对集中,边境地区人口总量少且分布相对分散,林区人口呈减少趋势。结合人口发展功能区研究,对目前人口分布按人口发展功能区进行分类。提出利用哈大齐工业走廊和东部煤电化基地建设的有利契机加快人口集聚、延长天保工程时限、有计划地实施生态移民工程、恢复大小兴安岭和长白山森林生态功能等建议。

Study on the Population Distribution in Heilongjiang Province

Population distribution serves as a sign of adaptability of human living environment and indicates results of industrial layout.This result will exert enormous impacts on the future economic and social development,and on resources environment as well.So,scientific guidance to population distribution is not only a concrete practice to implement the scientific development view but also an important channel to realize uniform and even development and formation of a harmonious society.Urbanization in the plain regions of Heilongjiang Province is rather high;its population is rather concentrated;its frontier population is not much and comparatively scattered;its forestry region's population is dwindling.We have categorized population development functional zones according to the present population distribution on the basis of our study of population development functional zones,and we have made some suggestions: making use of the opportunities made available by the Ha-Da industrial corridor and the coal-electric power base construction in the east,extending the timeframe of the Tianbao Project,implementing eco-immigration programs according to plans,rehabilitating the forest eco-functions of the Daxing'an Mountain,the Xiaoxing'an Mountain and the Changbai Mountain,etc.
