渐进式转型中市场力量的作用及其局限性

盛洪和张军曾经就是否能通过计划和市场间的自发交易,来实现改革的平稳过渡展开过激烈的争论。盛洪的观点是,应尽可能少对利益结构进行调整,以实现转型的稳定形式。其实,盛洪的主张是存在问题的。对中国生产资料和劳动力市场化改革的研究表明,市场自发力量只有在一定的条件下才会推动转型。当国民的利益结构存在对立和矛盾时,市场自发力量会使转型陷于“僵持”或“内卷”,为打破“僵持”,应重视强制在转型中的作用。

The Action and Limit of Market Power in Gradually Transition

Sheng Hong and Zhang Jun once debated about whether transition can develop calmly via spontaneous exchange between planned economy and market economy. The reform practices appeared to prove the viewpoint of Sheng Hong. But this article have different viewpoint. Further more, the analysis of two production element market reforms can testify that the market power need strict conditions to accelerate transition. The transition will get in standstill, if we merely depend on the action of market, we must study the role of force in transition.
