| 摘 要： | 思想道德防线是源头治腐的基础,廉洁自律品格是源头治腐的根本堤坝,人民群众是源头治腐的基本力量,监督制约机制是源头治腐的根本保障。从源头上预防和治理腐败是治本之策,是搞好党风廉政建设和反腐败斗争的基本方略。
