东北亚区域合作 启动应在黑龙江——关于促进东北亚地区经济合作的思考

东北亚地区是世界上惟一资源丰富而没有开发的地区 ,目前东北亚经济合作开始升温。区域合作宜采取多层次合作模式。黑龙江处于东北亚区域合作的中心地位。今年元月在日本新召开的“二○○○年东北亚经济研讨会” ,把日、韩与中国东北地区中小企业经济合作列为重要议题。黑龙江省应率先扩大对外开放 ,搞好基础设施建设 ,发展市场主体。通过绥芬河到俄罗斯海参崴的陆海联运大通道是最重要的东北亚交通枢纽。绥芬河市有必要建设物流中心 ,进一步发挥桥梁、枢纽、组织作用

Northeast Asia,one of the most abundant regions in the world,is undeveloped.The broader international developments and global trends stimulate the regional cooperation in Northeast Asia recently.Heilongjiang Province is in the central place in the regional cooperation.One of the important sessions of The Northeast Asia Economic Conference in Niigata 2000 was specifically aimed at the cooperation of Japanese and Korean small-and medium-sized enterprises with Northeast China enterprises.Heilongjiang Province should heighten the opening level to the world,strengthen the establishment of the infrastructure,and widen the economic cooperation.The terrestrial and marine corridor of Suifenhe functions as an important route in the region.Acenter of physical dishibution needs to be buit in Suifenhe to bether function as a gateway.
