| 摘 要： | 为了促进美国的经济复苏和应对气候变化的挑战，2009年6月美国众议院通过了42009年美国清洁能源与安全法》。该法包括发展清洁能源、提高能源效率、减少全球变暖污染以及向清洁能源经济转型等四个方面的内容。该法和美国新能源政策走势必将对世界能源格局产生重大影响，可对中国新能源法律与政策的发展具有重要的借鉴意义。
