农村残疾人社会保障存在的问题及对策

研究指出,改革开放以来虽然我国农村残疾人社会保障取得了很大的成就,但是依然存在一些问题,如社会救助率低、社会保险层次低及五保供养不足等,究其原因主要有:人们对农村残疾人社会保障观念滞后,投入不足、残疾人保障制度不够完善和相关的法律法规不健全。因此,我们要通过树立"平等,参与,共享"的理念、加大对农村残疾人社会保障的投入、加强农村残疾人社会保障制度和法律法规的建设对其进行完善。

The rural social security problems and countermeasures for the disabled

Although rural social security for the disabled in China since the reform and opening up has made great achievements,but still exist some problems,such as low rate of social relief,social insurance level is low,and lack of five guarantees,investigate its reason basically has： people on the rural social security for the disabled idea lag,inadequate investment,the imperfection of the security system for the disabled,and the relevant laws and regulations is not sound. Therefore,we should through set up the concept of ＂equality,participation and sharing＂,increasing the investment of social security for disabled persons in rural areas and strengthening the rural social security system for the disabled and the construction of laws and regulations to perfect it.
