改革开放以来北京市流动人口管理制度变迁评述

本文通过对改革开放30年来北京市流动人口管理制度变迁的回顾与解读,阐明当前北京市流动人口管理正在走出人口规模控制的认识困境,从被动改革到主动创新,在统筹规划、全面推进流动人口服务与管理方面迈上了一个新的台阶。当前以完善流动人口服务、强化社会管理为主要特征的北京流动人口管理制度创新,其意义不仅是构建和谐社会首善之区的需要,也是实现人口规模调控的题中之意。

Review on the Changes of Floating Population Regulation System in Beijing Since the Reform and Opening up

By looking back upon the changes of floating population regulation system in Beijing during the past 30 years,this paper concludes that at present it has developed to a new stage.The current population regulation system puts more emphasis on developing services for floacting population and consolidating the social regulation which is the core characteristics of system innovation.
