| 摘 要： | 新中国成立初期,主政大西南的邓小平,在筹划和领导大西南各项事业建设发展的伟大工程中,对城市社会问题的治理倾注了极大的心血。通过禁烟禁毒、清除赌博、取缔妓院、改造娼妓、收容游民等重大举措,有效治理了烟赌娼等社会问题,为城市经济、政治、文化等诸方面的恢复和发展创造了一个良好的社会环境,从而成功地巩固了新生的人民政权,开创了西南地区稳定发展的新局面。
