| 摘 要： | 高校在构筑国家创新体系和增强创新能力中发挥着重要作用。然而,高校科技创新中存在着创新能力不足、产权流失严重、政策导向偏差、保护力度弱、产权不清、评价机制不健全、结合不紧密等障碍。要发挥知识产权制度在高校科技创新中的保护、激励、加速、促进、推动作用,必须实施知识产权检索、激励、评估、保密、经营、研究制度。

| Abstract: | The paper outlines the present circumstances of scientific and technological innovation at Chinese universities and colleges. It discusses the functions of scientific and technological innovation at tertiary institutions and points out the problems affecting the exercise of intellectual property rights. It ends with suggestions for improvement in the exercise of intellectual property rights at Chinese universities and colleges. |
