| 摘 要： | 新型农村合作医疗制度经过四年的试点,制度框架和运行机制已基本形成,2007年开始转入全面推进阶段。为了保障新型农村合作医疗制度的健康推进和发展,对试点中的"软法"及其运行状态进行总结,尽快制定相关"硬法"已成当务之急。新型农村合作医疗的立法应将社会保险制度作为制度建设的稳定基石,最大化降低制度设计中的风险和不确定,使制度设计与政策模式选择能够回应不断变迁和提高的社会需要。

| Abstract: | The new rural cooperative medical system has been tested at some places for 4 years.The frame and standards have been basically set up.It starts to get into the new stage from 2007.In order to improve and develop this new system,it is urgent to summarize the "soft law" and its functioning state and draw up relevant "hard law".The paper concludes that the new rural cooperative medical system should serve as the cornerstone of social insurance system,minimize the risk and uncertainty of system design and make sure the system design and policy satisfy the continuous change and meet the social demands. |
