加快兵团“三资”企业发展的思考

"三资"企业在兵团经济社会的发展中扮演着越来越重要的角色,但与内地先进省区相比还存在很大差距。该文在对兵团"三资"企业发展现状和存在问题分析的基础上,提出了促进兵团"三资"企业发展的对策措施,即完善政策,改善环境,为"三资"企业发展创造条件;紧扣兵团结构调整脉搏,积极发展"三资"企业;鼓励战略性新兴产业投资,提高"三资"企业科技创新水平;充分发挥具有兵团产业特点的原料基地建设优势;培育和扶持一批"三资"龙头企业,扩大集群效应;大力做好招商引资工作;加强经济园区建设,为"三资"企业发展提供平台;培养人才,提供支撑,加快"三资"企业发展。

On Quickening the Development of the Three Kinds of Foreign-invested Enterprises in XPCC

The three kinds of foreign-invested enterprises play an increasingly import role in the economic and social development of XPCC,but compared with advanced inner provinces and regions,they still lag far behind.This paper,on the basis of an analysis of the development of the three kinds of foreign-invested enterprises and the problems that exist,put forward measures to promote their development,that is perfecting policies,improving environments,and creating conditions for their development;taking advantage of the adjustment of structure of XPCC,actively developing the three kinds of foreign-invested enterprises;encouraging the investment into developing strategic industries,improving the scientific and technological creative level of the three kinds of foreign-invested enterprises;making full use of the advantages of the construction of raw material bases with XPCC characteristics;nurturing and supporting some leading foreign-invested enterprises,improving the grouping effect;doing well the work of attracting investments from abroad;strengthening the construction of economic gardens to offer a platform for the development of foreign-invested enterprises;training qualified personnel,offering support to quicken the development of the three kinds of foreign-invested enterprises.
