| 摘 要： | 节水型社会是节约型社会建设的重要内容。水资源缺乏是新疆经济社会发展的瓶颈,建设节水型社会是解决新疆水资源短缺、遏制生态环境恶化及实现经济社会可持续发展的根本。该文从水资源短缺的现实出发,分析新疆水资源供求的突出矛盾和开发利用中存在的严重问题,着重论述新疆建设节水型社会的必要性,从制度措施、经济措施、科技措施等方面,提出了新疆建设节水型社会的思路。
