论人口城市化与要素城市化

夏永祥认为,城市化的实质是在第二、三产业发展的基础上,社会资源在城乡之间的优化配置,以及相应的社会结构变动。在中国城市化进程中,人口流动滞后于要素流动,由此产生了严重的"农村病"。要通过社会主义新农村建设治理"农村病",推动城市化健康协调发展。杨云彦指出,中国正处在有利的人口窗口内,应不失时机地推进城市化,加快人口与劳动力转移;同时,应按照城市化的大趋势来规划、建设新农村,减少资源浪费,提高新农村建设的实效。徐勇认为,进入21世纪后,中国发展战略的基点已由农村转入城市;国家发展走向将从"以农村包围城市"向"以城市带动乡村"转变,具体表现为财政带动、就业带动、资本带动与制度带动;在进行新农村建设的同时,还必须开展新城市建设。

Problems of Urbanization and Construction of New Countryside (Symposium)

Xia Yongxiang holds that in the process of Chinese urbanization,the floating of population is stagnated behind the floating of factors,thus producing a serious "countryside sickness".Such "sickness" can only be cured by building up a socialist new countryside,and then a healthy and harmonious development of urbanization could be expected.Yang Yunyan points out that it is highly necessary to transfer population and labor force and,at the same time,the designing and constructing of new countryside must be carried out in light of urbanization.Xu Yong holds that ever since entering into the twenty-first century,the strategy for development is to lead countryside by cities through the means finance,employment and institution.It is necessary to build new cities along with the construction of the new countryside.
