论中国红十字会灾害信息的传递机制

中国红十字会的首要职责是救灾,而灾害信息畅通与否、灾害信息传递机制健全与否,这些都事关红十字会的救灾结果和成效。在灾害发生后,红十字会主要通过自身的信息输送系统以及政府职能部门和媒体收集相关灾害信息,并以此启动相应的应急响应级别。在日常生活中,红十字会主要通过面向社会公众的防灾知识教育、灾情考察等进行灾害信息的传递和获取。红十字会的灾害传递机制还需进一步健全,尤其要与水利、气象、海洋、农业、民政等相关部门的信息渠道实现"无缝对接",更好地发展和优化自己的信息管道。

Disaster Information Transmission Mechanism of Red Cross Society of China

The primary responsibility of Red Cross Society of China is disaster relief; the situations of disaster in- formation flow and information transfer mechanism are important to relief results. The research in this area is still wanting. Red Cross Society of China collects disaster information through its own system, government depart- ments and media, and starts different emergency response level. In daily life, Red Cross Society of China trans- mits and accepts disaster information mainly through disaster education {or the public, disaster investigation and so on. The disaster transmission mechanism of Red Cross Society of China needs further perfection, especially to achieve ＂seamless docking＂ with water conservancy, meteorology, marine, agricultural, civil affairs and other rel- evant departments of the information channels. It needs to develop and optimize its own information pipeline.
