| 摘 要： | 对西方公共服务的发展起到重要作用的法律思想渊源主要有：以洛克、卢梭等为代表的古典自然法学派提出的“天赋人权”、“社会契约”理论；法国公法学家狄骥提出的公共服务理论；德国法学家福斯多夫提出的“服务行政”理论。分析了此3种公共服务法律思想渊源的主要内容及其对西方现代公共服务实践的重要影响，指出了其对我国公共服务发展的借鉴意义。
