中国共产党执政合法性面临的挑战与应对策略

在当代中国,共产党获得民众执政认同即其执政合法性来源于两个方面:一是历史的选择;二是现实政绩。目前,两类合法性的证明方式都遭遇了挑战:历史的选择随时光流逝将会弱化年轻一代对执政合法性的认同;经济增长趋缓对经济政绩形成冲击,部分地方政府及官员对社会问题和矛盾的不当处理、部分干部变质腐败等损害了执政党威信,弱化了社会底层和弱势群体对执政党合法性的认同。共产党要应对挑战,保持和维护执政合法性,需要从三个方面入手:一是加强历史叙说的教育能力、思想政治工作者的宣传工作能力、教育手段的综合运用能力;二是在保持经济增长的同时,坚决惩治腐败,促进社会公平正义;三是共产党执政应以合理法治的形式表现出来,切实做到依法治国。这样,共产党执政才能形成以法理型合法性为基础,以历史的选择和现实政绩为两翼的执政合法性体系。

The Current Ruling Legitimacy of the Chinese Communist Party： Sources,Challenge and Solutions

The current ruling legitimacy of the Chinese Communist Party depends on two ways： historical narrative and political achievements. The way of historical narrative is facing difficulties ： the charm of history fades slowly as time flows, the simple narrative is limited in affecting younger generation. The way of political achievements is also facing difficulties ： the slow economic growth, some local governments and officials can＇t deal with social problems well, the serious corruption are damaging the prestige of CCP and weakening identification from the bottom of society. The three aspects should be strengthened in order to respond to the above challenges： to enhance the ability of using good tools to tell story, to fight against corruption firmly to promote social justice, to governance abide by the laws. Thus, the ruling legitimacy including the choice of history and political achievements on the basis of juridical legitimacy can strength the ruling position of CCP effectively.
