| 摘 要： | 庚子事变之后的十年中,清政府先后以慈禧太后和摄政王载沣为核心被迫进行以中央为主导的改革,但此时由于社会环境和政治力量的变化,清政府加强集权和归政于满洲贵族的＂单边主义＂计划遭到社会各界越来越激烈的反对,并一步步导致清政府从曾经众望所归的改革主导力量沦为革命爆发后的＂边缘人＂。
