党的领导制度改革与执政能力建设

加强党的执政能力建设,不但要着眼于提高各级领导干部的素质和能力,更要着眼于改革和完善党的领导制度。当前,改革和完善党的领导制度,重点要放在党的代表大会制度和民主集中制制度两个方面。完善选举制度,健全决策和监督机制,推行代表大会常任制是改革党的代表大会制度的当务之急;把握好民主与集中的度,加强制度建设,是健全和完善民主集中制的主要内容。

Reform of the Party's Leadership and Construction of the Party's Administrative Ability

In order to strengthen the construction of the Party's administrative ability, the system of the Party's leadership has to be reformed and perfected at first. and qualities and abilities of cadres'should be improved. At present, the stress should be put on two aspects -the Representative Assembly System of our Party and the Democratic Centralism system. Perfecting the electoral system, decision system and supervision mechanism, and promoting the system of Representative Assembly permanent tenure are top priority in the reform of Representative Assembly system for our Party, while keeping democracy and concentration on balance and strengthening the institutional improvement are main contents in making Democratic Centralism system perfect.
