北宋审官院与宰相的人事权

北宋审官院是中国历史上独一无二的官吏管理机构.由于种种原因,学术界对其设立原因和机构性质存在着这样一种认识审官院的设立分割了中书人事职能,限制了宰相权力.然而,通过考察审官院职权范围、北宋京朝官管理的具体分工、宰相的堂除、宋人心目中人事权的归属和实际运行情况却只能得出下述截然相反的结论审官院根本没有限制相权,北宋宰相的人事权力甚重!

The Uandarinate Investigated Office and the Prime Uinister's Personnel Admini-Stration Dower in the Northem Song Era

Of the numerous Chinese dynasties,only Song dynasty has the Personnel organ called Uandarinate Investigated Office (Shenguan yuan).For a long time in the academic cireles there has been a misunderstanding of the purposes and function of this personnel organ.It is believed that the establishment of this Uandarinate Investigated Office was to divide up the personnel responsibilities of and thus to limit the power of the prine minister's office.Throngh the analysis of the original Song docaments,however,this paper comes to the following conclusions.First,the purpose of the establishment of the Uandarinate Investigated Office isn't to limit the power of the prime minister's office.Second,this personnel organ is not the result of the independence of the "LiFang"which is one of the departments of the "Zhong Shu",the prime minister's office is not excluded from the central personnel administration in the Northern Song era.And thind.the power of the prime minister in the Northen Song era is supported by the emperor and other ministers,it was not weakened by the addition of the Uandarinate Investigated Office.In summary:That the Uandarinate Investigated Office divided up the power of the prime minister is no more than a misunderstanding of the historical reality.
