摘    要:伴随着城乡户籍制度的逐步放开,农民工的市民化进程加快。然而面对当前城市居高不下的房价和住房保障的边缘化,一种有别于传统住房形式的回迁式购房成为农民工市民化过程中理性住房选择之一。采用埃弗雷特.李的"推力—拉力"理论就该种回迁式购房选择从制度性因素、中小城镇拉力因素、大中城市推力因素以及个人因素等四个维度进行了阐述。此外,还就回迁式购房选择产生的影响进行分析:在增强住房稳定性、促进城镇发展的同时也增强了就业流动性、带来房屋的大量闲置。最后就该种购房选择进行了小结并提出几点建议:将农民工纳入廉租房保障体系,规范农民工居住条件,探索针对农民工群体的房租补贴或便携式住房公积金,规范中小城镇租赁市场,探索房屋券式抵押,减少房屋闲置浪费等。

Abstract:With restrictions on the household registration being loosened,the process of migrant workers' citizenization is speeding up. The "return to purchase house" option which is different from the traditional housing forms has been one of migrant workers'rational choices because of high housing prices and house security's marginalization in cities. The paper tried to prove the reasons for the phenomenon of the "return to purchase house" by using Everett Lee's "push-pull" theory from four dimensions:the institutional factors,and small towns pull factors,large and medium cities push factors and personal factors. In addition,the paper analyzed the effects of the option including increasing the housing stability and promoting urban development while enhancing labor mobility,and the growth of idle houses. Finally,the paper summarized this purchase option and gave some suggestions. For example,the low -rent housing security system should cover migrant workers,the government should make efforts to improve the living condition of migrant workers,explore means of rent subsidies or portable housing provident fund for migrant workers,regulate the rental market of small towns and explore the housing voucher-type mortgage to reduce idle houses.
