摘    要:魏昂德指出了中国干部选任的两种机制:合法性机制和效率机制。文章强调了两种机制之外的关系机制以及机制之间的关系。干部选任制度有刚性的一面,也存在弹性的空间,这构成非正式制度运作的基础。关系机制透过正式制度对干部选任发生了更大的影响。

Abstract:Research by Walder in China suggests that political and educational credential mechanism may have had different effects in local cadres' career mobility.Based on data collected through in-depth interviews,this paper points out that there is another informal mechanism,guanxi mechanism,which operated in the system for selecting and appointing cadres in contemporary China,in addition to the other two mechanisms identified by Walder.There are some structural and institutional reasons,which result in the existence of this informal mechanism.Effective use of guanxi mechanism may be influenced by factors from legitimate system for selecting and appointing cadres.While mainly focusing on the operation of guanxi mechanism,this paper attempts to figure out the dynamic relation among the three mechanisms as a whole.
