摘    要:公共组织绩效管理目前已经广泛应用于公共组织管理的方方面面,为建立"精干高效、运转协调、行为规范"的行政管理体制做出了很大的贡献,但当前国内对于公共组织绩效评估的认识还处于主观感性的认识阶段,本文尝试给出一种全新的公共组织绩效模型,为全面认识和操作公共组织绩效管理提供依据.

Abstract:Although public organization performance evaluation has been applied to various aspects of public man- agement and has contributed greatly to the establishment of an efficient,harmonious and regular public management system,the understanding of the evaluation scheme as it is now,however,is still at the preliminary stage.The paper tries to pro;pose a novel evaluation model which may hopefully be used as a systematic theory for further understanding.
