公共政策的制定和实施与民族矛盾--社会主义初级阶段民族矛盾的政治原因分析之二

一个国家执政党和政府的民族政策直接影响甚至决定着该国民族关系的状况。在我国社会主义初级阶段,党和政府的民族政策在逐步发展、完善的过程中曾出现过这样或那样的问题,而无论是在政策执行上还是在政策制定上出现的问题,都使当时我国的民族关系遭受到了或大或小的损害。在我国社会主义初级阶段,民族矛盾有一个不断解决又不断出现的过程,除了应当避免政策失误和政策滞后给民族关系带来消极影响之外,还必须注意制定和实施政策的多方面协调与政策配套,尽量消减政策的负面效应。

Formulation and Implementation of Public Policies and Conflictions among Nationalities--Political Reasons for Conflictions among Nationalities in the Primary Stage of Socialism

Policies for minority nationalities laid down by the party in power and the government influence, even determine in some way the relationship among nationalities. In the primary stage of socialism, the Party's and government's policies for minority nationalities are improving, and some problems occurred, which impairs more or less the relationship among nationalities. Faults, lagging behind and side effects of policies will probably result in conflicts of nationalities. We should not only eliminate the side effects, but also coordinate the policies and form a complete set of policies to reduce the side effects.
