论小政府大社会——基于公与共的视角

政府与社会的关系历来是人们关注的焦点。然而，随着大部制改革的推行，“小政府大社会”的发展模式已成为必然趋势。小政府是从大社会中产生的，虽然在发展过程中逐渐凌驾于大社会之上，但却始终取决于大社会的发展速度以及发展环境等。本文通过公与共的视角并结合“小政府大社会”的圆锥关系结构，强调在建立小政府大社会的同时，小政府的变化必须适应、协调大社会的变化，进而使小政府与大社会在动态中达到稳定。

Small Government and Big Society - Based on the Commune and Common

The relationship between government and the society has always been the focus of attention. In the process of development it is gradually over the big government, but it always depends on the social development speed as well as the development environment, etc. Through the commune and common perspective, combined with the conic relation structure of small government and big society, the paper emphasize that while establishing the small government and big society, the changes of small government must adapt to and coordinate with big society＇s changes. It is proposed that small government and big society should achieve stability in the dynamic.
