| 摘 要： | 经过承包制、租赁制和物权制三阶段改革,农户耕地产权完整性逐渐强化,但产权权能仍然在上层政府及乡、村、组、户等多个主体之间分割持有,其对工业化和社会转型要求的不适应是显而易见的.要通过市场转让实现规模经营,提高农村经济活动的效率,并使农户真正拥有土地处置权和收益权,促进农业人口向非农产业和城镇流动,就必须推进以农户私有化为基本方向的农地产权制度改革.
