统筹城乡医疗保障问题的研究

进入21世纪,中国经济社会发展进入全面加速转型时期。“十一五”时期提出将健全社会保障体系作为经济社会发展的主要目标之一。现存的城乡差距和城乡二元医疗保障问题已经成为中国经济社会发展的制约因素。作者以构建统筹城乡医疗保障体系为主线,通过考察医疗卫生资源配置不合理、政府的医疗保障职能缺位、医疗保障体系不健全等城市和农村居民的现实医疗保障情况,采用对比分析方法,研究造成中国城乡二元医疗保障问题的历史原因、制度原因、自然原因和现实原因等,并提出相应的对策建议,如建立解决农民医疗的最基本保障制度,建立稳定的筹资机制,合理配置卫生资源等。

Research on Planning as a Whole Medical Security of the Urban and Rural Areas

Since entry into 21st century,China has come into the period of rapid social and economic transformation.One of the aims of the development of society is to perfect the system of social security in the eleventh-fife-year-plan period.The medical gaps between urban areas and rural areas and dualistic medical security have become factors restricting the development of our economy and society.Having construction of a planned-as-a-whole medical security system of the urban and rural areas as leading clue and adopting the method of contrast analysis,the author studies the instances of actual medical security in the urban and rural areas,such as the unreasonable distribution of medical resources,the deficiency of the government function in medical security,the incomplete system of medical security,analyzs the causes of the dualistic medical security system at such angles as history,institution,nature and actual reality,and puts forward the correlative suggestions,such as establishment of the basic medical security for farmers,stable fund-raising mechanism and reasonable public-health resource distribution mechanism,etc.
