| 摘 要： | 刑事被害入国家救助作为一种社会政策的公共选择，目的在于顺利实现刑事被害入的社会回归，从而实现社会的一种自我治理。这一目的的实现需要社会公共组织与社会普通民众的共同参与，由此，刑事被害人国家救助实践由司法主导向社会主导的转换是一种必然发展趋势。

| Abstract: | The state succor to criminal victims is a choice of social public policy,which is aimed at the victims' reintegration to society and the realization of self-management.This system needs all kinds of social public organization and public people to take part in the construction of the succor system.So there will be a trend in the practice of state succor to criminal victims towards changing from justice-guiding system to society-guiding system. |
