摘    要:目前 ,许多高校内部缺乏有效的竞争和激励机制 ,不利于高校的发展 ,为此深化改革 ,尽快建立岗位聘用制为基础的用人制度和以按劳分配效率优先为原则的分配机制 ,激发学校自身办学活动和发展动力。

Abstract:At present, there is a lack of effective competition and impelling mechanism in many institutions of higher learning in China, which is not conducive to their development. Therefore it is urgent to establish a new personnel system based on position-appointment employment and a distribution mechanism under the principle of distribution according to work and giving priority to efficiency so that the vitality of the institutions and impetus of development can be increased.
