| 摘 要： | 2003年的SARS疫情和2005年发生的猪链球菌疫情催促着我们及时完善应对突发性公共卫生事件的应急机制。文章探讨了应急机制行政法律问题中行政管理体制、行政征用和隔离等三个比较关键的制度目前所存在的缺陷,提出了相应的完善建议。
