| 摘 要： | 《国家中长期人才发展规划纲要（2010—2020年）》蕴含和体现着科学发展观重大战略思想。认真研究和科学解读该人才规划对其宣传和实施具有重大意义。该人才规划突出服务发展是人才工作的根本指向;始终坚持以人为本这个核心,在经济社会发展中确立人才优先发展的战略布局;把握全面协调可持续这个基本要求,真正实现人才队伍建设的协调有序;重点突出统筹兼顾这个根本方法,不断提升人才队伍建设整体水平。
