语言权利的立法表述及其相反概念

语言权利是一个难以界定的概念,在各国宪法或专项语言法中的表述各不相同。就母语的使用和发展而言,这一权利对于少数民族意义重大。语言权利可以从反向意义上获得证明和肯定,其相反概念是语言歧视、语言同化。目前,越来越多的国家禁止对少数语言使用者的歧视,并倡导文化宽容,但较少有国家采取积极的促进和支持措施。在公共语言使用方面如何实现统一的多元,是众多国家面临的难题。

Legislative Formulation of Language Rights and Its Antonym

Language rights is a concept that is hard to be defined,which is differently described as multilingualism,rights to use minority language,language sovereignty or language freedom in constitutions or special language statutes in different countries.As to the utilization and development of native languages,’language rights’ means a lot to minorities.Language rights can be proved and affirmed in the reverse meaning,the concept of language right is the opposition of language discrimination and language assimilation.More and more countries have begun to forbid discrimination to minority language users,and call for cultural tolerance,while fewer countries have adopted active promotion or support measures.How to realize the uniform pluralism in the use of common languages is a difficult problem that many countries are confronted with.
