| Abstract: | The paper argues that specific measure to standardize administration responsibility can be established by reforming administration management systyem, constructing legal system, reforming politics system, constructing administration culture. Responsibility system, supervision and sanctions, the sense of responsibility can be attributed to the establishment of mechanisms of administration responsibility. |
