教学研究型大学基层学术组织建设研究

随着我国高等教育从精英教育向大众化教育的转变,教学研究型大学成为高等教育的中坚力量。大学基层学术组织是完成各种大学职能的基本单位,它运行的效果影响着高校的形象和声誉。目前,我国教学研究型大学基层学术组织的生存面临种种困境,比如:学校高层对其重视不够、科层体制束缚、缺乏自由与权力、人力协同力不足、偏重教学弱化科研、组织结构松散、科研氛围不浓等。应该顺应经济发展及社会需求,不断完善基层学术组织,使其为教学研究型大学平稳快速地向研究型大学转型作出应有的贡献。

Research on Constructing Basic Academic Organizations at Teaching Research Universities

The shift of China higher education from popular education to elite education indicates that teaching research univer sities become the backbone of higher education in China. Basic academic organizations at colleges and universities serve varying high educational functions, thereby affecting universities＇ image and reputation. Basic academic organizations at teaching re- search universities, nowadays, get into various existence predicaments, for instance, scant attention to this area from the top administration on campus, limitation of the hierarchical system, lack of freedom and power, deficiency in human cooperation, more emphasis on teaching than on research, loosely established structure, and unfavorable research environment. In response to economic growth and social needs, basic academic organizations on campus should continuously improve themselves, con- tributing to the steady and speedy transition from teaching research universities to research universities
