| 摘 要： | 我国的社区矫正是与监禁矫正相对的行刑方式。社区矫正是一种充分利用社会资源,对社区范围内的假释、监(所)外执行、管制、剥夺政治权利、缓刑等罪犯进行针对性教育改造的手段和方法。目前社区矫正制度在基层司法实践中仍然面临着体制不顺、队伍不稳、资金不足、管理不到位等问题。针对基层司法实践过程中出现的问题,从社区矫正立法、管理机制、资金、队伍建设等方面提出了相应的建议——以服务外包的方式来解决问题。

| Abstract: | In China, community corrections and imprisoning correction are different. The former is a way of educating and cor- recting criminals who are on parole, in temporary execution outside prison, in control, deprived of political rights, or in proba- tion, by taking advantage of social resources. The problems associated with communication corrections in the basic judicial practice are the imperfect system, unsteady teams, insufficient funds, and inefficient management. To address these issues, this paper proposes some suggestions as to community corrections legislation, management system, funds, and team building, by means of service outsourcing |
